Current Network Resource Stub Semantics

ElastiCache currently keeps subnet groups and security group references inside ElastiCache state.

• Cache subnet groups store supplied subnet IDs and a local VPC ID field; describe operations return that stored metadata.
• Cache clusters and replication groups store subnet group names and security group references without resolving them through EC2.
• There is no cross-service check that subnet group subnets share a VPC, that security groups exist, or that a subnet group is free of dependent clusters before every mutation path.
• The implementation does not consult winterbaume-ec2 state for these identifiers, so it does not check that referenced VPCs, subnets, security groups, VPC endpoints, network interfaces, or load balancers exist, belong to the same VPC, or are in a usable lifecycle state.
